FSB是俄羅斯聯(lián)邦安全局英語(yǔ)Federal Security Bureau的縮寫(xiě)或FSS (notification in the Federal Security Service)簡(jiǎn)稱(chēng)FSB/FSS。俄羅斯FSB通知英文是FSB Notification。是對(duì)電信設(shè)備的一項(xiàng)強(qiáng)制性認(rèn)證制度。

2015年3月，俄羅斯聯(lián)邦安全局FSB通知(聯(lián)邦安全局的聯(lián)邦安全局通知)已于2015年4月21日歐亞經(jīng)濟(jì)委員會(huì)決議第9號(hào)和第30號(hào)補(bǔ)充規(guī)定第2.19條(經(jīng)歐亞經(jīng)濟(jì)委員會(huì)2015年10月6日第131號(hào)決議修訂)規(guī)定了所有加密設(shè)備技術(shù)手段硬件或程序的注冊(cè)通知。俄羅斯聯(lián)邦海關(guān)總署2018年12月5日第14-57/76202號(hào)"關(guān)于加密(加密)手段”的信函，其中指出”如果運(yùn)輸貨物的分類(lèi)代碼不在統(tǒng)一清單的指定部分中，或者運(yùn)輸貨物的名稱(chēng)(特征)與受管制貨物的名稱(chēng)不同，則貨物不屬于加密(加密)手段類(lèi)別，其移動(dòng)需要提交許可證海關(guān)。
